(Sec. 273) By the authority vested in me as President by the Constitution and the laws of the United States of America, I do hereby declare:
Section (2). The operations of this Department shall generally be in conformity with the direction and regulations of the Secretary of Transportation. Nothing in this section shall be construed to affect existing constitutional authorities of the Department or any other federal agency.
(3) Notwithstanding the above sections, no provision of this Constitution or of any law may be construed to preclude the Secretary from acting, directly or indirectly, in an unconstitutional fashion.
(4) Notwithstanding any other provision of law, no Federal action may be entered upon to regulate private business based upon any business purpose that does not incorporate the public interest.
This section shall apply to all persons and governmental agencies in the United States, except the agencies of Congress.
The Secretary shall carry out this Section with the same powers.
Agency Actions: All Federal agencies shall obey, in addition to any other provisions of law, all Executive Orders contained in this Section.
